Management Team

Vince Owens

Mr. Owens has 25 years of medical device industry experience, including 12 years as CEO of implantable neuromodulation device startups. Prior to joining Functional Neuromodulation as a director in 2012, he was Co-Founder and CEO of Intelect Medical, a developer of neuromodulation technologies including Guide DBS. Mr. Owens led Intelect from startup in 2005 through acquisition by Boston Scientific in 2011. Prior to Intelect, Mr. Owens was CEO of Biomec Cardiovascular, a contract developer of neuromodulation and CRM leads, through acquisition by Enpath Medical (Greatbatch). Mr. Owens serves on the boards of several early stage medical device companies as well as technology commercialization boards at Cornell University and Case Western Reserve University. Mr. Owens received his B.S. in Mechanical Engineering from Carnegie Mellon University and his MBA from Ashland University.

Todd Langevin
President and COO

Mr. Langevin, a seasoned business leader with more than 20 years of experience in medical devices and neuromodulation, leads the company's internal operations and clinical and regulatory efforts. Prior to joining Functional Neuromodulation, he was Senior Vice President of Clinical Operations and Commercial Development for CVRx, Inc. a company developing an implantable device to regulate hypertension. Mr. Langevin has spent the majority of his year career at Medtronic directly involved in the formation, development and management of Medtronic's neuromodulation business, where most recently he served as Vice President and General Manager of Medtronic's Global Movement Disorders business, which included both DBS and spinal cord stimulation products. He earned a BS in biology from the University of Minnesota and an MBA from the University of St Thomas, St. Paul, MN.

Andres Lozano, MD, PhD
Founding Scientist, Chairman of SAB, Director

Dr. Lozano is the Professor and Chairman of the Division of Neurosurgery, and R.R. Tasker Chair in Stereotactic and Functional Neurosurgery of the University Health Network and the University of Toronto. Dr. Lozano originated the concept of treating memory disorders using DBS and co-founded Functional Neuromodulation after successful completion of a pilot study of DBS in six Alzheimer's patients. Dr. Lozano is broadly published in peer-reviewed journals and textbooks, consulting with leading companies on neurological and psychiatric issues. He is an inventor on numerous patents as an individual and jointly with leading neuromodulation innovators. Dr. Lozano obtained his M.D. degree from the University of Ottawa and his Ph.D. in neurobiology and neurosurgical training from McGill University.

Steve Targum, MD
Chief Clinical Advisor, Acting CMO

Dr. Targum recently served as an Executive-in-Residence at Oxford Bioscience Partners, where he was engaged in advising companies in CNS drug development. He consults widely to the pharmaceutical industry regarding the design and implementation of clinical trials for new psychiatric and neurological drugs. Dr. Targum founded PharmaStar, a global rater training and medical education company focused on CNS drug development and international clinical trials. Previously, he was Professor of Psychiatry and Vice-Chairman of the Department of Mental Health Sciences at Hahnemann University School of Medicine. Dr. Targum has a B.A. in biology from Colgate University and an M.D. from Mount Sinai School of Medicine.

Juliana Elstad
Executive Vice President, Corporate Development and Marketing

A highly successful executive of strategic and corporate development, Ms. Elstad has proven experience identifying opportunities for growth and delivering success in small startup to multi-billion dollar environments. As founder of Elstad Medical, a consulting firm, Ms. Elstad provides business development, strategy, and marketing services to small and mid-size medical device companies. Ms. Elstad served as Vice President of Business Development at Intelect Medical, a startup acquired by Boston Scientific, and VP of Business Development at NDI Medical. . Previously, she led business development efforts at Medtronic, Inc., where she also coordinated strategic planning, led cross-functional teams, and performed comprehensive marketing analyses of new therapies. Prior to Medtronic, Ms. Elstad was a Management Consultant with McKinsey & Company. Ms. Elstad holds an MBA from the Wharton Business School.

Kristen Drake
Senior Clinical Manager

Ms. Drake spearheads research operations and ensures regulatory compliance at the company's clinical trial sites across North America. She is a two-decade veteran of clinical care as well as global research and regulatory management, with more than 10 years' experience in cardiac pacing and DBS. She has served on clinical teams at the University of Michigan, the Cleveland Clinic and the Baylor Research Institute. Ms. Drake has also managed clinical research and regulatory affairs for five start-up companies developing new medical devices, including overseeing clinical trials for DBS in Parkinson's and essential tremor. She earned her BS in Psychology from Michigan State University, her Master's in Health Education & Health Sciences from Central Michigan University and completed post-graduate training in physiology at Wayne State University and pharmacology and physiology at the University of Michigan.

Donnie Reymers
Director of DBS Therapy Development

Mr. Reymers provides surgical planning, device programming and recruitment support for the company's clinical trials. He is a DBS veteran, having joined Functional Neuromodulation after spending more than 10 years in regional sales and training with industry leader Medtronic, Inc. During his tenure, he was involved in more than 1,100 DBS implants, working alongside centers conducting clinical trials for essential tremor, Parkinsons disease, dystonia and OCD. Mr. Reymers graduated from the Fogelman College of Business and Economics at the University of Memphis.
